NCCJD was requested to provide a keynote presentation at the California Forensic Forum.The Association of Regional Center Agencies (ARCA) and Central Valley Regional Center were recently awarded a Mental Health Services Act grant. Its purpose is to examine concerns expressed by regional centers and other agencies about potential systemic issues from arrest to possible incarceration. Many of these individuals have a co-occurring mental health diagnosis in addition to their developmental disability. Substance use disorder is increasing among this population. One specific area of concern is access to competency trainings for people with developmental disabilities. Those individuals may see their legal process delayed, burdening the courts, jails, district attorneys, and public defenders while they attempt to access services meant to restore competency.
ARCA is sponsoring a forum in Sacramento on June 8 and 9 to bring together 150 regional center personnel, representatives from state agencies, criminal justice agencies, community agencies and service providers to try to bridge these systems. It is intended to provide a venue to identify systemic issues, best practices, needed services and supports and barriers currently creating challenges. The outcome is to begin to identify possible solutions and create a roadmap for the ARCA Forensic Task Force.
