In Late January of 2015, APA received a formal request for assistance regarding the possibility of APA providing the City of St. Louis Circuit Attorney’s Office (here after SLCAO) in St, Louis, Missouri with training and technical assistance to assist them in implementing an intelligence based prosecution model and office wide community prosecution program as well as consultation on data integration and information sharing. Following its receipt, APA worked with that office to develop an agenda to meet their requested needs and settle on some dates for the visit. An agreed upon final agenda was completed prior to the visit. It included the following elements: Review of Office's current state, Implementation od a Crime Strategies Unit, Intelligence Led Prosecution (Debrief from IDP), and Arrest Alert, and diversion programs.
On June 24, 2015, the APA TTA team of Steven Jansen, Robert Hood and Nichole Thompson traveled to St. Louis. The agenda proceeded pretty much as planned over the next three days with the exception of deferring the discussion focusing on the Philadelphia District Attorney’s Office & Manhattan District Attorney’s Office scheduled for June 25 . Though most of the agenda topics were covered, they were not necessarily covered in the order proposed. Present for the sessions were Circuit Attorney Joyce and her management team. Toni Decker and Pat Judge from the U.S. Attorney’s Office, Eastern District of Missouri, were present for the afternoon session on June 25. Matt Bauman, FBI, who will be partnering with SLCAO for their call in program also attended the afternoon session on June 25.
