Site Visit 1: April 14-16, 2015
PERF assessment teams (comprised of two PERF staff members and three SMEs) conducted a site visit to the Pittsburgh Bureau of Police on April 14-16, 2015. Prior to the site visit, PERF worked with Pittsburgh PD to establish people to interview, and to identify policies and other directives, reports, and data on the homicide response, the homicide unit, the investigative process, and related subjects that can be reviewed beforehand.
The assessment team reviewed the materials that were submitted by Pittsburgh PD, then traveled to Pittsburgh to conduct in-person interviews onsite. The personnel interviewed during this site visit included representatives from the following divisions: Night Felony, Mobile Crime Unit, Computer Crimes, Homicide, Patrol, the District Attorney's Office, and the Medical Examiner's Office.
Using the information learned during the site visit interviews, the assessment teams identified additional people and topics on which to focus during the follow-up site visit.
Site Visit 2: May 28-29, 2015
PERF assessment teams (comprised of two PERF staff members and three SMEs) conducted a follow-up site visit to the Pittsburgh Bureau of Police on May 28-29, 2015.
During the site visit, the assessment teams conducted in-person interviews with representatives from the following divisions: Homicide, Patrol, the Training Academy, and the Medical Examiner's Office.
Following each of the separate site visits, the assessment teams met with Project Director Jessica Toliver to debrief on the findings from the interviews. The assessment team is using these findings to build a process map of the homicide investigation process in Pittsburgh, and will begin working on a report for the site.
