On January 15, 2025, members of the State and Local Anti-Terrorism Training (SLATT) Program team, SLATT subject-matter experts (SMEs), and representatives from partner organizations delivered in-person training to members of the Knoxville Police Department (PD) and law enforcement officers from approximately seventeen surrounding jurisdictions. The training event was hosted by the Knoxville PD in Knoxville, Tennessee, with opening remarks provided by the United States Attorney from the Eastern District of Tennessee, the Director of the Tennessee Bureau of Investigation, the Deputy Chief of Knoxville PD, and the law enforcement coordinator from the Regional Organized Crime Information Center (ROCIC), Regional Information Sharing Systems Center.

The eight-hour training event, which was eligible for Peace Officer Standards and Training certification, consisted of the “Prevent and Respond: Officer Training to Effectively Counter Terrorism” (PROTECT) training course titled, “Sovereign Citizen Awareness: An Overview for Law Enforcement. The curriculum included a SLATT Program overview, a current threat briefing provided by a representative from the Tennessee Fusion Center, and several SLATT sovereign citizens lessons related to history, ideology, encounters with law enforcement, and harassment and planned violence. In addition, two representatives from the Traffic Safety Resource Prosecutors, Ohio Traffic Safety Office, provided a comprehensive overview of criminal statutes that may be applied to investigations and prosecutions of sovereign citizens.
At the conclusion of the event, participants were provided with SLATT Program resources and QR codes to download presentation resources and to provide evaluative feedback. Approximately 59 law enforcement personnel attended the training event. Of the 32 attendees who provided feedback, 100 percent agreed or strongly agreed that the instructors were knowledgeable and effective, the information was useful, their knowledge increased, the course was relevant to their job, and they would apply the lessons learned. Ninety-seven percent agreed or strongly agreed that they were satisfied with the course and they would recommend it to others. Several students noted that the course was informative, with one attendee stating that the “training was outstanding,” the presentation materials were “very descriptive,” and the instructors “easily related with the students.”
