On 3/15/2024 TLPI held their Virtual Kick Off Meeting for FY 23 CTAS PA 3 Grantees. Chief Judge Patricia Davis, and Kim Needham, Tribal Court Clerk/Administrator of the Burns Paiute Tribal Court joined the virtual meeting via zoom. TLPI presented on the Tribal Courts, Tribal Justice System, and Intergovernmental Collaboration Projection, the broad range of TLPI resources, publications, webinars, and various TTA projects. TLPI also discussed how to request TTA, the TTA TLPI process (which consists of TA Coach assignments, the development of a TA workplan, and a final TA report. in collaboration with grantees and tribal TTA partners.) TLPI then had a discussion with grantees to identify their TTA goals and priorities. o Kim has only been with the tribe for a few months as the Court Clerk Administrator, excited to be here and learn more. Chief Judge Patricia Davis – has been with the tribe in some capacity since 2004. She is a member of Comanche Nation, Seminole Creek, and Cheyenne. She teaches at the Lewis and Clark Law School. She is the Chief Judge for Klamath Tribe since 2016. Has worked in Indian Country as a prosecutor, attorney, and now judge. She is really excited about this project because the court has never had a probation officer before, and this grant will be huge for the tribe.
Background on tribe that was shared was that they have never had probation officer before. They are not subject to PL280, have exclusive jurisdiction. They are a small tribe but have big problems – arson, murder, alcohol, domestic violence, drugs – fentanyl. They have been looking and starting to implement restorative justice models and the caseload has dropped since working on RJ model and using treatment modalities. Their current TTA Plan/Priorities are that they will put together some of their top needs and how we can best support them getting started – share their top priorities They asked TLPI if we have probation models or manuals. Yes – APPA is big resource, Chantel will share. And also asked if there anything TLPI needs from the tribe? Codes? TLPI can do code review/revision if that is something they are interested in, TLPI has done this in the past.
