During this reporting period, Escambia County closed out their grant. By the end of the grant, ECCD appointed a PC and two PCM's; one for the Main Jail and one for the Work Annex to direct ECCD's PREA program implementation efforts. TMG coaches provided coaching meetings twice per month to allow time for discussion about the PREA Standards and ECCD's PREA program development. Additionally, TMG coaches facilitated several on-site reviews at the Main Jail and the Work Annex. These on-site visits were designed to assess PREA implementation and to make recommendations about the agency's PREA readiness. TMG coaches worked closely with ECCD leadership to develop the foundations for a zero-tolerance culture. The Main Jail PCM attended the PREA Resource Center's (PRC) PREA 20th Anniversary Convening. This allowed the PCM to hear the history of PREA and connect with other county and state entities who are enhancing their PREA efforts. ECCD staff learned that PREA is not a singular process. To develop PREA practices a multi-disciplinary team is needed for policy development and review, staff training, incarcerated person education, and collecting data. ECCD's leadership and PC worked with TMG coaches to review the existing screening tool to identify if it contained all the required components of PREA Standard 115.41. After TMG coaches reviewed the screening tool, they collaborated with ECCD to develop a new screening tool which contained all the components of 115.41. Finally, policies and procedures were developed and implemented to use the risk assessment to inform housing, bed, work, school and other programming decisions. ECCD's PC, PCM and classification staff learned the importance of having an objective risk assessment tool that met all the elements of the standard. Properly assessing incarcerated persons for their risk of victimization or abusiveness assists the classification department with assigning housing with the goal of keeping separate those who are at risk of victimization from those at risk of abusiveness. ECCD staff also learned why using objective criteria not only keeps incarcerated persons safer, but also decreases liability. PREA Specialized Investigators training was provided to specific shift lieutenants to ensure a trained PREA investigator was immediately available on all shifts. ECCD staff attended a PREA Specialized Investigator's training provided by TMG to all its coaching sites. ECCD followed up this training by establishing a procedure to forward all completed investigations to the PC and PCM's for review. All sexual abuse investigations are forwarded to internal affairs for review. ECCD staff learned the importance of having multiple trained PREA investigators available to conduct investigations at the earliest stage. PREA investigators learned the basics of evidence preservation and collection, interview skills, trauma's effect on victims, and the evidentiary standard needed to make a finding.
