During this reporting period, Henderson County closed out their grant. By the end of the grant, HCDC's PC and TMG's coach developed a plan to accomplish the grant goals. The plan included working with the Jailer and finance department to understand the benefits of using grant funds to improve sexual safety. HCDC's PC learned about the requirements of the PREA Standards through PREA Resource Center (PRC) trainings and webinars, reviewing information and available resources on the PRC website, participating in coaching calls, and completing a PREA investigator's training. The PC also learned the agency was not ready for a PREA audit to maintain the audit cycle requirements. HCDC coordinated with their contracted phone vendor, GTL, to update their PREA hotline number for incarcerated persons to report PREA incidents to the sheriff's office. Additionally, HCDC purchased six secure grievance boxes and placed them throughout the facility. HCDC designed and purchased 20 PREA zero-tolerance/PREA reporting signs and placed them throughout the facility. HCDC's PC and leadership selected five staff who received PREA Specialized Investigation training. Additionally, TMG's coach reviewed the current staff PREA training curriculum for staff, contractors and volunteers to evaluate if the training aligned with all the components of PREA Standard 115.31. The PC updated the PREA training according to the recommendations from the TMG coach. Finally, staff, contractors and volunteers were provided with in-person comprehensive PREA training followed by annual training through Crimcast, the agency's on-line training system. HCDC learned they need to provide time for staff to receive their online PREA training without distractions. The PC learned it is important for her to facilitate the in-person PREA training for new hires so they will know who she is and receive the proper PREA information. HCDC purchased a computer and printer/scanner for the PC. This allowed the PC to engage in private ZOOM coaching meetings, as well as ensure confidential PREA documents are secure. Additionally, 50 cameras were added to the housing units. HCDC learned the importance of providing the PC with the necessary equipment to ensure PREA information and documents are securely stored. The PC learned the value of having a private place to conduct PREA meetings and to participate in coaching calls. It is recommended the PC continue to receive PREA training utilizing PRC resources. It is recommended the PC be a dedicated position and not a collateral duty. The PC would benefit from attending the 2025 PREA Coordinator's Conference. Attending the PREA Coordinator's Conference would allow HCDC's PC to network with other PC's from around the country and learn about PREA best practices. Finally, it is recommended HCDC revise the PREA policies to include new protocols, update the staffing plan, and continue to implement PREA into its daily operations.
