Washington State Department of Corrections (WADOC) is committed to making sure that transgender people in their custody are supported as they prepare to transfer to facilities that align with their gender identity. As such, the WADOC requested technical assistance to develop workshops to support transgender people in this process. More specifically, the technical assistance will include the development of a series of pre-and posttransfer workshops for both trans men and trans women. To inform the workshop format and content, JDI staff will conduct discussion groups at the Monroe Correctional Complex (MCC) and the Washington Corrections Center for Women (WCCW). It is envisioned that there will be 2-4 workshops for both pre- and post-transfer lasting no more than 2 hours each. The quantity and length of workshops will be informed by the discussion groups. JDI staff will work closely with WADOC staff on-site visit logistics and workshop development. JDI will pilot the first workshop for each of the pre-and post-transfer workshops. Once piloted, JDI will conduct a training of trainers to model all workshops in the series with designated WADOC staff. JDI will ultimately develop a facilitator?s guide to support the successful implementation of the workshops. JDI notes that while these workshops will be a positive step forward for the WADOC in their support of transgender people, it is one piece of a larger puzzle focused on culture change. Due to timing, this TA will occur in two parts. Part One will be accomplished through Fall 2023 and will include: discussion groups, workshop development, and the pre-transfer pilot for transgender women. Part Two will take place under new PREA Resource Center funding, once awarded, and will include piloting of the pre-transfer workshop for transgender men, piloting of the post-transfer workshops for both groups, training of trainers for each workshop, and development of the facilitator?s guide. The goal would be to accomplish Part Two in the first quarter of 2024.
