Update: In November, CSG Justice Center staff traveled onsite to present working group recommendations to CSAC for case planning and a behavior response grid, which will support more equitable supervision strategies for community supervision. Recommendations were approved and will be sent to the MN DOC Commissioner for approval.
Priority Area 2: Support the three delivery systems with identifying strategies and developing policies for assessment-driven, collaborative case planning for criminogenic and behavioral health needs.
Update: In November, CSG Justice Center staff traveled onsite to present working group recommendations for assessment-driven case planning at the first November CSAC meeting. The following recommendations were approved by CSAC:
• Follow an evidence-based process for case planning with high-risk clients, as determined by a validated risk and needs assessment tool.
• Use the automated case plan template in the CSTS database to target a client’s identified criminogenic needs that drive their criminal behaviors and address relevant responsivity factors.
• Establish a formalized, evidence-based case planning process that aligns with the RNR model.
Priority Area 3: Assist the three delivery systems with establishing a statewide behavior response grid for client behavior management in community supervision.
Update: In November, CSG Justice Center staff traveled onsite to present working group recommendations for a statewide behavior response grid at the first November CSAC meeting. The following recommendation was approved by CSAC: Recommend the MN DOC Commissioner pursue a legislative amendment to change the statute language from an “incentives and sanctions grid” to a “behavior response grid” and declare the public purpose for use of rewards for corrections populations.
The work of this deliverable for CSAC is ongoing and additional recommendations will be brought to CSAC in the future.
Priority Area 4: Work with the three delivery systems to create statewide data metrics to gather and track the application of policies and changes in the population under supervision over time, including inconsistent results and disparate outcomes.
Update: In November, CSG Justice Center staff supported the CSTS Data Committee at the monthly meeting, where committee members discussed challenges and potential solutions for improving data integration, reporting, and governance across agencies. Key topics included implementing unique identifiers while ensuring data privacy, addressing inconsistencies in data entry, and exploring centralized data collection options. Additional updates covered ongoing projects, error reporting processes, and funding initiatives.
Further, CSG Justice Center staff continued working with BJA staff to finalize and submit all documentation for the subaward application.
Priority Area 5: Support leaders of the three delivery systems and Tribal representatives to assess funding priorities and local needs and develop a process for tracking and reporting use of funds from the funding formula.
Update: In November, CSG Justice Center staff continued developing the initial version of the supervision forecast model using data from the annual probation survey and incorporating requested requirements from the three delivery systems."
