Priority Area 1: Facilitate a cross-system data match between Department of Health and Human Services (DHHS) and Department of Corrections (DOC) to identify the overlapping population of people who have behavioral health challenges in state and move through the county and state criminal justice system and to identify high utilizers of these systems. CSG Justice Center staff will conduct an in-depth analysis of the matched Medicaid claims data to provide information on trends in services accessed in the community by people who are incarcerated and a qualitative assessment on the behavioral health interventions and programming that are available for people who have behavioral health needs and are part of the state corrections system.
Update: In October, CSG Justice Center staff continued to use the completed data analysis to inform planning and next steps on the policy recommendations and technical assistance. CSG Justice Center staff met with Working Group (WG) and the DOC Commissioner to gather additional feedback on priority areas to identify policy options to target and future implementation. Lastly, WG members, DOC staff, and DHHS staff are identifying any additional data analysis that could be conducted before the data is deleted in December 2024, per the data use agreement (DUA) guidelines.
Priority Area 2: Support DHHS in developing and rolling out Crisis Receiving Centers (CRCs), which are facilities embedded in New Hampshire communities that provide no-wrong-door access to mental health and substance use disorder care and accept all walk-ins, ambulance, fire, and police drop-offs, by facilitating stakeholder engagement to align community need with program resources.
Update: In October, CSG Justice Center staff continued discussions with DHHS and DOC leadership, expanding on previous discussions around crisis response challenges and potential technical assistance needs. Key topics included the integration of in-reach resources for jails, connecting superintendents to appropriate support, and addressing the ongoing difficulties in coordinating emergency medical services (EMS) and law enforcement with crisis services, as highlighted by Riverbend Community Mental Health Center (CMHC). Additionally, insights from Grafton County Jail staff and Manchester Police staff emphasized the need for alternatives to jail drop-offs for individuals in mental health crises, with a push for secure psychiatric facilities and enhanced EMS drop-off protocols to reduce law enforcement involvement. CSG Justice Center staff are assisting the DOC Commissioner in drafting cost estimates for identified policy recommendations. Lastly, CSG Justice Center staff are collaborating with DHHS and DOC staff to identify any additional data requests, outside of the original scope, that would enhance data analysis to support coordinated service delivery. Data will be deleted in December 2024 per DUA guidelines.
Priority Area 3: Assist DHHS in establishing requirements and identifying funding for care coordination, including in-reach to the jails for people who are high utilizers of jail and behavioral health resources. CSG Justice Center staff will remain connected with the DOC Commissioner to provide ballpark cost estimates for policy recommendations.
Update: In October, CSG Justice Center staff collaborated closely with DHHS and DOC to advance discussions on requirements and potential funding sources for care coordination, specifically targeting high-utilizer populations in jails and behavioral health services. CSG Justice Center staff met with the DOC Commissioner to discuss strategies for enhancing in-reach to jails and breaking down these priorities into actionable items for the upcoming Governor's Advisory Commission meeting. The DOC commissioner noted stakeholders could leverage post-election momentum to address these policy needs including telemedicine as a viable solution for remote access to behavioral health services, with support from DHHS's medical officer to ease certain restrictions. The DOC commissioner expressed support for the care coordination recommendations and highlighted the importance of framing these proposals to align with DOC's ongoing initiatives, including a potential Reentry 2030 initiative. Budget hearings in November will provide further context for funding these initiatives, with an understanding that final cost estimates will be revisited based on evolving legislative priorities.
Priority Area 4: Assist in identifying ways in which New Hampshire agencies could improve their capacity for collecting and sharing data to better and more quickly track criminal justice trends.
Update: In October, the WG continued discussing data coordination and the various data systems across the state. Among the county jails, the transition to the same vendor for data has not yet occurred but may provide an opportunity for increased coordination in the future.
