Priority Area 1: Assist the three delivery systems with identifying strategies and developing comprehensive statewide supervision recommendations and definitions for community supervision.
Update: In December, CSG Justice Center staff met with working group members to discuss CSAC's final report, identify next steps, and establish a timeline. Further, CSG Justice Center staff supported the working group in identifying priorities within the implementation plan for 2025.
Priority Area 2: Support the three delivery systems with identifying strategies and developing policies for assessment-driven, collaborative case planning for criminogenic and behavioral health needs.
Update: In December, CSG Justice Center staff met with the working group to discuss CSAC's final report and identify next steps. Additionally, the working group established next steps and project timelines for policy development and related implementation strategies for case planning.
Priority Area 3: Assist the three delivery systems with establishing a statewide behavior response grid for client behavior management in community supervision.
Update: In December, CSG Justice Center staff met with the working group to discuss CSAC's final report and identify next steps. Working group members emphasized the importance of incorporating a behavior response grid into the overall case management strategy and responses to behavior for individuals on community supervision. CSG Justice Center staff met with Ramsey County research staff to discuss the county's behavior response grid. Additionally, MN DOC staff connected CSG Justice Center staff with the Minnesota Rehabilitation and Reinvestment Act (MRRA) committee to discuss the development of a statewide behavior response grid.
Priority Area 4: Work with the three delivery systems to create statewide data metrics to gather and track the application of policies and changes in the population under supervision over time, including inconsistent results and disparate outcomes.
Update: In December, CSG Justice Center staff supported the CSTS Data Committee at the monthly meeting, where committee members discussed challenges and potential solutions for improving data integration, reporting, and governance across agencies. Key topics included future implementation of CSAC recommendations, standardization of data collection methods, and the preparation of a comprehensive demo of the critical incident reporting module, which will be presented in February 2025.
Further, CSG Justice Center staff continued to work with BJA staff to finalize and submit all documentation for the subaward application.
Priority Area 5: Support leaders of the three delivery systems and Tribal representatives to assess funding priorities and local needs and develop a process for tracking and reporting use of funds from the funding formula
Update: In December, CSG Justice Center staff finalized the initial version of the supervision forecast model using data from the annual probation survey and incorporating requested requirements from the three delivery systems.
