Ripening States and ProjectsMonthly Updates:In November, the CSG Justice Center focused on following up on previous connections made at the National Summit to Advance States' Criminal Justice Priorities in December 2023. CSG Justice Center staff will continue to utilize the list of priority states to build out stakeholder engagement through the reminder of the year and into 2025. West Virginia:In December, CSG Justice Center staff traveled to the northern panhandle area of West Virginia, including Morgantown and Wheeling, to present to the West Virginia Prosecuting Attorneys Association and WV County Commissioner's Association (WVCCA), as well as meet with other key legislative and corrections stakeholders to perform qualitative analysis and share more about the WV project. Efforts to engage with stakeholders to share the West Virginia project and learn more about the behavioral health and corrections landscape will continue. Ongoing data cleaning and review will accompany these outreach activities. JAC States and ProjectsMonthly Updates:North CarolinaIn December, CSG Justice Center staff traveled onsite to present the final analysis and presentation to North Carolina Department of Adult Correction (NC DAC) stakeholders. Based on the discussion, CSG Justice Center staff completed additional quantitative analysis to submit to NC DAC stakeholders. CSG Justice Center staff continued discussion on strategy and next steps for legislator engagement, as well as proposed dates for presentations to other stakeholders outside of the NC DAC. Lastly, CSG Justice Center staff continued development of the project final report. NebraskaIn December, the Council of State Governments (CSG) Justice Center staff finalized a report with recommendations aimed at enhancing communication between the Nebraska Board of Parole (NBOP) and the Nebraska Department of Correctional Services (NDCS). The recommendations include increasing NBOP training on NDCS programs, developing joint policies for special conditions such as transitional housing and electronic monitoring, and establishing clearer guidelines for parole plan recommendations.Additionally, a project extension was requested and approved by the Bureau of Justice Assistance (BJA) to allow for the completion of the final report by December 31, 2024. The CSG Justice Center staff also provided recommendations for NDCS to address supervision assessment challenges and improve reentry and community supervision outcomes. This project extension will ensure that all elements of the report are thoroughly addressed and finalized by the end of December 2024.HawaiiIn December, CSG Justice Center staff finalized the final report summarizing the efforts of the HCR 23 Task Force, developed in collaboration with the Hawaii Correctional System Oversight Commission (HCSOC), for submission to the Hawaii Legislature. The report includes key data findings from two primary sources: the Hawaii Paroling Authority's published annual reports and administrative data from the Department of Corrections and Rehabilitation. Additionally, the report provides considerations and recommendations to guide the state of Hawaii in enhancing its correctional practices and aligning them with the objectives of the Justice Reinvestment Initiative. The final report was sent to Hawaii on December 5, 2024.
