Nationwide Suspicious Activity Reporting (SAR) Initiative (NSI) Video Training Transition Project
In July 2024, the web page and training courses were published live to sar-training.ncirc.gov. Following publication, in August of 2024, DHS requested IIR to explore the feasibility of incorporating user tracking and course certificate automation into two of the courses that did not, when originally developed, have progress tracking enabled. Without tracking enabled during development of the original source files, user progress cannot be functionally tracked within the resulting video files generated from those source files. In September 2024, the National Threat Evaluation and Reporting (NTER) Program Office provided the original source files for the two courses. IIR developed a solution to incorporate user tracking within the source files and successfully implemented user progress and certificate automation in the generated video files. The two courses were then tested and republished to the sar-training.ncirc.gov site at the end of September 2024. Currently, all eleven SAR training courses produce a certificate.
Exploratory work was also performed by IIR in September 2024, at the request of NTER, to determine the viability and cost of revising the physical content of one of the training videos to swap out the previous outdated version of the 16 SAR Indicators and Behaviors resource that is displayed within multiple slides of the video with the most current/published version. An estimate was provided to NTER who determined not to proceed with the additional modifications.
A SAR Training Dashboard, created for NTER reporting purposes, was completed and shared with NTER in September 2024 for review. Following several revisions, the reporting mechanism was finalized.
Per a request by NTER, IIR provided an estimate on work to merge historical user completion data, captured via the DHS.gov website when the SAR videos were housed there, with the user completion data now captured in the SAR Training Dashboard since publishing the courses to sar-training.ncirc.gov. By the end of this reporting period, the estimate was still in review by DHS.
