Two North Charleston, South Carolina attendees attended a peer exchange to visit the Camden, New Jersey Police Department (CCPD). The CCPD provided a history of its department, discussing how the Camden Police Department was dissolved and the CCPD took over all police operations for the city. The CCPD discussed its use-of-force policy, including its seven guiding principles. Much focus was placed on de-escalation, including the CCPD’s agencywide training on its Critical Decision-Making (CDM) model and Integrating Communications Assessments and Tactics (ICAT) Course. All CCPD staff are trained on the CDM and ICAT models. The CCPD briefed participants on its organizational focus on accountability. All use-of-force incidents, vehicle pursuits, and foot pursuits are reviewed by Internal Affairs (IA). The CCPD highlighted some of the technology it has for purposes of remedial training, including a use-of-force and driving simulator and a room dedicated to defensive tactics.
The CCPD also highlighted its “early warning” program. Using IA Pro/Blueteam software, the CCPD tracks the use-of-force incidents, pursuits, and disciplinary actions imposed on staff. Based on established triggers, the software notifies the employee’s supervisor, requiring the supervisor to review the incident(s) that triggered the early warning and to take the appropriate actions. The CCPD briefed attendees on its version of COMPSTAT and provided a tour of its real-time crime/intel center, where the NCPD got to see firsthand how officers are strategically
