Objective 1: Individualized Technical Assistance to Grantees In August, CSG Justice Center staff continued to meet with PADOC regarding staffing changes within the agency. PADOC has hired a full-time grants manager who will serve as the point of contact for all federal reporting. The current primary point of contact for the grant requested to be relieved of all duties related to this grant once all Parole Case Managers (PCMs) are onboard. He is working with the DOC's deputy secretary to identify a Statewide Coordinator who will assume all responsibilities related to this grant. PADOC reported receiving notice of a Union Grievance concerning the grant-funded Parole Case Manager (PCM) positions in the Pittsburgh, Harrisburg, and Chester Districts. The grievance was filed due to perceived duplication of positions and has now moved to stage two of the process, pending mediation between PADOC and the Union. PADOC also reports that the PCM hired for the Pittsburgh District has successfully entered three of the four parole agents' caseloads into the participant data on the jointly created CSG Justice Center and PADOC spreadsheet. The Case Manager and CSG Justice Center staff will schedule a meeting with the program case manager once all caseloads are entered to address any issues with the spreadsheet. The Harrisburg District successfully filled the PCM position, which began on July 8, 2024, and the PCM completed all required parole training. This PCM is now working with their supervisor to begin entering program participants into the jointly created CSG Justice Center and PADOC spreadsheet. The Chester District has extended a conditional offer with an anticipated start date at the end of September. Currently, the Pittsburgh Office has 71 program participants, with 22 detained; Harrisburg has 63 program participants, with 23 detained; and Chester has 27 program participants, with two new parole agents.
