On July 16, 2024, members of the State and Local Anti-Terrorism Training (SLATT) Program team and subject-matter experts (SMEs) provided two technical assistance (TA) deliveries to members of Thomas Jefferson University and Hospital and to associated hospital, and university, administrators and personnel. The TA sessions were delivered to distinct audiences, as detailed below:
• The morning TA session, titled “Terrorism and Targeted Violence Awareness–Preparing Your Personnel and Organization,” was intended for line officers and consisted of curriculum from the Prevent and Respond: Officer Training to Effectively Counter Terrorism (PROTECT) course. The lessons included a comprehensive SLATT Program overview; a high-level terrorism and targeted violence threat overview; a local threat overview, provided by a representative from the Delaware Valley Intelligence Center (DVIC) fusion center; and the homegrown violent extremism and critical incident case study titled, “Officer Survivor Story: Jesse Hartnett.” SLATT Program resources, to include SLATT resource cards, were provided to all attendees. In addition, Quick Response (QR) codes were available to download presentation resources and to provide evaluative feedback. Approximately 40 personnel representing the Thomas Jefferson University Department of Public Safety, and the Philadelphia Police Department (PD), attended the event. Of the attendees who provided feedback, 100% found the information useful, were satisfied with the course, indicated that the course was relevant to their job, that they would apply what they had learned, and that they would recommend the course to others. In addition, 78% of respondents indicated that their knowledge had increased as a result of the training. Attendees noted that they appreciated the half-day session, and the lessons related to domestic and international extremism. One attendee recommended that the Jesse Hartnett survivor story be included in the Philadelphia PD training academy as a means to emphasize the importance of vigilance and awareness of one’s surroundings while on patrol.
