RED-T Advisory Board Meeting #2
The Advisory Board members were asked for their thoughts on the second draft of the Racial Equity in Deflection Framework document (part of a larger toolkit, called the RED-T)
There were 29 advisory board members and observers in attendance, reflecting diversity in race, ethnicity, gender, professional occupation, and including individuals with lived experienced. BJA representatives and other COSSUP TA providers were invited as observers, along with representatives from national first responder associations. A total of 39 individuals were invited to attend.
More information on the toolkit (entered separately as a deliverable, not publicly available):
Racial equity is a crucial issue in the field of deflection. Arrest-oriented solutions to the substance use crisis put people of color and people with low-incomes at continual increased risk of arrest and incarceration and have reduced trust between communities and police. By creating effective and durable pathways to address substance use other than arrest, deflection brings to an end the damage caused by the War on Drugs and offers a new way forward.
Deflection initiatives offer one way to build responsive and accessible systems of care and to rebuild and repair trust. Deflection initiatives require community, treatment, services, police and other first responders to come together in a spirit of partnership to imagine what can be -- to build a new way to address substance use in communities. Inclusive and transparent initiatives also offer an opportunity to build or rebuild trust between communities and police.
The purpose of this toolkit is to equip communities with tools to ensure that deflection services are truly accessible to all community members. It can be used by new initiatives to build an equitable framework from the beginning. It can also be used by existing initiatives to assess where they can improve, expand and deepen their work.
Partners and stakeholders in deflection initiatives should review this toolkit and consider how to best use it in their initiative. Program coordinators and managers in particular can use this toolkit to assess whether the key considerations around equity are present in their deflection initiatives and what, if any, steps they will choose to take to improve.
