During the reporting period, the Harris County Sheriff's Office (HCSO) continued to be in a holding pattern to complete any work on grant deliverables. HCSO continues to be unable to fill the PREA Coordinator position and also has two other PREA positions vacant. This has left HCSO for nearly six months with no staffing with sufficient time dedicated to working towards PREA implementation or the grant deliverables. Although the HCSO has passed all of their previous PREA audits despite present safety issues, the coaches are concerned they will pass their upcoming audit even with the vacant PREA Coordinator position. The coaches hope the auditor does a strong review of the current state of PREA implementation at the HCSO so that the HCSO can be pushed to make the meaningful changes needed to make their facilities safer. The coaches have worked with the former PREA Coordinator Katrina Camacho to revise the goals under the grant to use remaining grant funds to bring in outside partners to complete tasks such as to facilitate staff training and to develop programing for their incarcerated population as there is not sufficient time for staff internally to work on these deliverables. The coaches are hopeful that with an additional year of time on the grant under their no cost extension that HSCO will be able to fill the vacancies and make progress on their grant deliverables.
