Priority Area 1: Assist the three delivery systems with identifying strategies and developing comprehensive equitable statewide supervision recommendations and definitions for community supervision.
Update: In June, the Community Supervision Advisory Committee (CSAC) approved moving forward the Intensive Supervised Release (ISR) supervision guidelines to the MN DOC Commissioner for approval. The guidelines were part of the JRI Phase II administrative work in 2022/2023. If approved, the ISR guidelines will be put into policy statewide.
Priority Area 2: Support the three delivery systems with identifying strategies and developing policies for assessment-driven, collaborative case planning for criminogenic and behavioral health needs.
Update: In June, CSG Justice Center staff shared multiple peer-reviewed journal articles with the working group outlining best practices in case planning to help inform recommendations in this area. Further, DOC representatives shared the updated case plan straw document incorporating feedback from the last working group meeting. The updated document now includes a purpose statement, definitions for who to target for case planning, and updated metrics for success. CSG Justice Center staff will continue to support outlining specific metrics and incorporating data elements that are currently missing in CSTS into the subaward request. In addition, DOC representatives continue to meet with members of the CSTS Executive Committee and STI (vendor for CSTS) to outline technology enhancements in CSTS and develop specific cost estimates for the subaward request.
Priority Area 3: Assist the three delivery systems with establishing a statewide behavior response grid for client behavior management in community supervision.
Update: In June, the working group revisited the behavior response grid recommendation. The group learned that several committees and groups are focusing on the grid including the Minnesota Rehabilitation and Reinvestment Act (MRRA) subgroup and the Wright County Dosage Project. The MRRA subgroup is responsible for a facility grid and a community supervision grid but has not yet started the work. Wright County has opted to use the Scott County behavior response grid that was discussed at the working group's December 2023 meeting. After initial conversation regarding the other committees' work, the group discussed the importance of having a menu of options of responses in the grid and enough options in each bucket for counties to account for available resources and programs. However, the group noted that CSTS should look similar for data collection purposes.
Priority Area 4: Work with the three delivery systems to create statewide data metrics to gather and track the application of policies and changes in the population under supervision over time, including inconsistent results and disparate outcomes.
Update: In June, CSTS Data Committee members received approval from CSAC on their proposed data recommendations and reporting metrics.
Priority Area 5: Support leaders of the three delivery systems and Tribal representatives to assess funding priorities and local needs and develop a process for tracking and reporting use of funds from the funding formula.
Update: In June, CSG Justice Center staff met with DOC representatives to outline requirements for a potential supervision forecast model and identify reporting metrics under the current data reporting structure. The team discussed an initial outline of what the work would entail, how to group the data categories, and the priorities for the forecast numbers including the probation and supervised release populations.
