Ripening States and Projects
Monthly Updates:
In May, CSG Justice Center staff remained focused on general ripening activities related to planning for follow-up engagements that will build on connections made at the National Summit to Advance States' Criminal Justice Priorities in December 2023. In May, CSG Justice Center staff conducted follow-up outreach to the 670 recipients of the mailed hard copies of data snapshots that were originally created and distributed at the National Summit to a comprehensive contact list of legislative and gubernatorial leaders in all 50 states. To date, we have held conversations with 90 recipients.
Also in May, the CSG Justice Center team continued providing information to state leaders and stakeholders in West Virginia. The state secured all signatures for a Letter of Interest (LOI) that was submitted along with West Virginia's assessment memo to funders requesting support for launching a JRI project in 2024. CSG Justice Center staff continued engaging with stakeholders to better assess the state and key challenges within their criminal justice system. The CSG staff engaged with stakeholders to identify members to be a part of the working group, spearheading the continued engagement to result in legislative and/or administrative recommendations to West Virginia's Justice system.

JAC States and Projects

In May, CSG Justice Center staff continued their efforts with the Hawaii Parole Authority to complete and begin analyzing the data collection. They collaborated with the director of the Criminal Justice Research Institute (CJRI) at the State of Hawaii Judiciary. CSG Justice Center staff finalized a PowerPoint presentation and two handouts providing further information on Hawaii Rule 40 caselaw and a 50-state parole system analysis for Hawaii's HCR 23 Task Force meeting in June. These materials are essential to ensure the HCR 23 Task Force stays on track to submit final recommendations to the Legislative Reference Bureau by August 1, 2024. Additionally, throughout May, the CSG Justice Center team actively engaged with key state stakeholders to better understand state-specific needs and explore potential synergies with JRI objectives. This ongoing dialogue underscores their commitment to fostering meaningful collaboration and driving positive outcomes in Hawaii's criminal justice system.
In May, CSG Justice Center staff continued to work with the North Carolina Department of Adult Correction (DAC) to complete a vendor form that requires CSG Justice Center systems to meet an acceptable level of security compliance to transmit data for a future quantitative analysis of supervision data. In addition, CSG Justice Center staff continue to work with the DAC to finalize a DUA that is now under review with the DAC's general counsel. Also in May, CSG Justice Center staff completed a two-day site visit to meet with DAC staff, executive leadership, and field supervision staff. Further, CSG Justice Center staff conducted 11 onsite focus groups between DAC staff and individuals on community supervision.
In May, the Nebraska Department of Correctional Services (NDCS) requested technical assistance through JRI JAC to enhance communication and collaboration with the Nebraska Board of Parole (NBOP) regarding parole readiness, release decision-making, and community reentry. CSG Justice Center staff worked to obtain approval for NDCS's and NBOP's request for technical assistance through the JAC from BJA. This approval marked the official launch of the JAC with the NDCS and NBOP. The CSG Justice Center staff maintained ongoing communication with all related stakeholders to ensure transparency, collaboration, and successful implementation.
