On May 29, 2024, a SLATT team member, two SMEs, and local representatives from the Ohio Statewide Terrorism Analysis and Crime Center, and the Ohio Traffic Safety Resource Prosecutors, provided an in-person PROTECT training course to members of the Stark County Sheriff’s Office and local law enforcement personnel, in Massillon, Ohio. The one-day training, “Sovereign Citizen Awareness: An Overview for Law Enforcement,” consisted of the following seven lessons: SLATT Program Overview, Sovereign Citizen History, Sovereign Citizen Ideology, Sovereign Citizen Encounters with Law Enforcement, Sovereign Citizen Harassment and Planned Violence, Fusion Center Overview and Threat Briefing, and Criminal Statutes for Sovereign Citizens. Approximately 68 participants attended the event and were provided with SLATT promotional materials. At the conclusion of the presentation, QR codes were provided to access presentation materials and additional SLATT resources. Participants were also provided with a QR code to provide evaluative feedback. Of the attendees who provided feedback, 95% were satisfied with the course and agreed or strongly agreed that the information was useful, that it increased their knowledge, and that they would recommend the course to others; 86% agreed or strongly agreed that the course was relevant to their current jobs; and 91% agreed or strongly agreed that they would apply what they had learned. Participants commented on the “excellent content from expert instructors,” and noted their appreciation for the scenarios, case law, and resources that provided a “deeper understanding of [sovereign citizen] ideology and cross-over with other groups.”
