The culture change assessment tool is currently still being developed. The following tasks have been completed from July 2023, through December 2023: (1) The culture change partners meeting was conducted on 09/07/2023; (2) a PMO culture change briefing meeting were a tentative timeline for the project was presented on 09/21/2023; (3) throughout the month of November three brainstorming sessions were hosted one with each partners: The Moss Group (TMG), Just Detention International (JDI), and Activating Change (AC); (4) outreach to perspective stakeholders at Vera (Restoring Promise), UCLA Law School, and University of Michigan Law School to gauge interest in supporting confinement facilities in the administration of the sexual safety surveys with staff and people who are incarcerated ; (5) consultation with Impact Justice?s Food and Prison Project and Men and Trauma Project both provided feedback, information, research, and data to help further support the development of the sexual safety survey questions and companion guide; (6) a second review and iteration of the sexual safety survey questions was conducted and upon review was determine a psychometric analysis expert would need to review the assessment tool framework, approach, and survey questions; contract with executed with Westat on 12/20/2023, to consult on the sexual safety assessment tool; (7) outreach to five state PREA coordinators was conducted to gauge interest in their participation in helping pre-test and pilot a sexual safety culture assessment tool within their facilities; (8) an initial two pronged marketing strategy was outlined to help facilitate interested in the testing and piloting of the assessment tool as well as marketing the final tool upon public release.

The PRC does not have a psychometric analysis expert on staff, so the PRC executed a contract on 12/20/2023 with Westat to review the assessment tool framework, approach, and survey questions regarding the sexual safety assessment tool. Westat is a leader in research, data collection and analysis, technical assistance, evaluation, and communications. Their approach is rooted in rigorous statistical and data science methods with an unflagging dedication to improving lives through research. Westat offers a range of services including large- and small-scale surveys, program assessments and evaluation, and communication and dissemination strategies. Westat scope of work will include:
1. Consult on the proposed approach outlined in the Sexual Safety Assessment Tool
Framework.
2. Consult on the structure of the sexual safety assessment surveys (SASS)
3. Consult on how to identify flags and how the tool will flag problematic indicators of an
agency?s/facility?s sexual safety culture.
4.) Conduct psychometric testing of the collected data from the SSAS and tool by all
agencies/facilities that participated in the piloting phase.
a) Assess the reliability and validity of the SSAS and tool.
b) Review responses to individual items to determine if there are problematic items
(e.g., items where there is no variability in responses, items that are consistently
missing responses or respond ?NA?, etc.)
c) Correlate items with each other to determine if there are issues (e.g., an item that we
expect to positively correlate with other items might need to be reverse-scored)
5. Identify issues with the process and provide guidance on solutions to address identified
issues and obstacles.
Overall, the psychometric expert?s outcome analysis would identify if there are additional
improvements/revisions needed in the processes, resources, surveys, and the tool to refine and
finalize for public use.
