During this review period, the coach met monthly with the grantee and emailed regularly with the site as well by phone, when issues have come up. It was learned that the FY 20 grant that closed in September 2023 gave back money, despite the coach being told that everything had been spent. Since the grant POC changed, no one seems to know where things broke down, leaving money unspent. It is believed that TDCJ has so many grants that the fiscal department is incapable of handling them all and it is not a surprise that they gave money back. The new POC is having a challenging time getting things in order and understanding what is needed to be done. The fiscal department is also having trouble reconciling what each grant has remaining. The site is applying for a no cost extension. The coach is encouraging the site to critically evaluate what funds and goals remain, making changes now, including moving funds to different categories as needed. The grantee continues to make progress on the grants. However, given the fiscal challenges and change in POC, the coach has some concerns about the ability of the site to complete the project activities on time.
