During this reporting period, the coach met less frequently with the site during this reporting period. The project has wrapped up grant activities and is just working on satisfying the match requirement.
Early in the quarter, the site shared that the state and the agency had approved funding for 5 regional positions to expand the pilot that the grant funded. This was very exciting and they were in the process of reviewing applicants. The one odd thing was the positions while focused on PREA would not report to the PC, rather to a totally different department. The PC was working within this constraint, but was frustrated with this decision which was seen as purely political. The coach met with the PC in person during the BJA PREA 20th anniversary event in late November. During that meeting the PC shared that the excitement over the hiring of the additional regional positions was virtually non-existent. The reason being, the agency director decided to use funds to substantially increase the salaries of correctional officers. Inherently, this was seen as a good thing. However, it meant that in some instances correctional officers would be making quite a bit more than their supervisors. While the intent was to encourage retention, the impact it was actually having was that of people choosing NOT to promote, including people who were ideal for the regional PREA positions, turning down the offers. The PC was devastated. She also shared that this was the only plan, that the agency did not have any more money to raise the salaries of other positions. She was feeling very defeated and it was looking as if the it would be a failed search to fill the positions. She is concerned that if they do not fill the positions the state will take back the money.
The coach has not spoken with the PC since - given the holidays and travel schedules there was not time to meet before the end of the year. The coach has no concerns about the second extension nor about completing their project deliverables.
