During this review period, the grant strategies are under revision. The budget and program GAM was discussed. Since the on-site visit, there has been no information from MCSO leadership regarding the strategy denial, request for further information, and goal revisions. An NCE was submitted and is pending approval. During the goal revision process, the coaches were heavily involved and reviewed the agency response to the BJA's request for additional information, budget justification, and budget breakdown for three areas which were pending approval/denial. The coaches provided MCSO with clarifying feedback, monetary breakdown, questions to consider, and additional justifications which needed to be explained. The grant administrator asked several times if "small" PREA building blocks could be developed and implemented under the grant. An email will be sent to the PREA Coordinator to address why the PREA program recommendations from the April 2023 site visit were not implemented. The coaches and grant administrator agreed there are PREA policies, practices and procedures that can be implemented while the grant strategy revision is pending. The team took an abbreviated tour of the facility. The team met with the sheriff to discuss the NCE and new implementation goals. The team also discussed the importance of submitting the NCE letter as soon as possible. The importance of the staff knowing the leadership is supportive of a strong PREA program was discussed. Finally, the coaches met with facility leadership to discuss key issues and ways to address them.
