During this review period, the PREA policies and coordinated response were revised and reviewed by the co-coaches. Forms referenced in the policy were also reviewed and revised. Coaches provided guidance on developing a PREA risk screening tool and process. PREA pamphlets and signage was developed. The implementation plan goals will be revised and submitted after the on-site visit. The agency does not want to use funds on an evaluator since there is no formal PREA program at the agency. An NCE was submitted and approved. All staff PREA training and specialized PREA investigation and medical/mental health training was being developed. The PREA Convening virtual registration link was provided. The Georgia State Senate opened an investigation into and conducted hearings about the conditions at FCJ beginning on November 7, 2023. A DOJ CRIPA investigation is in progress. A report containing the findings of these investigations has not been released. A transgender care committee was created to address transgender housing issues. Outstanding PREA investigations are being completed. Representatives from the DA's office met with PC to discuss prosecuting sexual abuse cases. After the on-site visit scope of work and agenda were approved by DOJ and PRC, an on-site visit was conducted on November 7-9, 2023. A department head meeting was conducted to discuss how PREA is everyone's responsibility. The team discussed how all departments contribute to weaving a fabric of sexual safety and healthy reporting culture. During the visit, the coaches and PC took an abbreviated facility tour and met with representatives from HR, training, intake, classification, medical, mental health, security and investigations. The coaches used a mapping system to identify things to follow-up on, areas to enhance and possibly exceed. The coaches participated in a closeout meeting with Fulton County leadership. It was recommended the PC report to the chief jailer or sheriff and the agency hire PCM's all agency facilities. The alternative lifestyles unit was discussed, and coaches recommended implementing a PREA risk assessment process and housing LGBTI inmates in the general population according to their risk level.
