During this reporting period, the cable installation was near completion for the new cameras. FY20 funds are being expended and may be amended to include PREA training, and other PREA materials.
Broward and Miami-Dade are cooperating with each other and sharing information about PREA and other operational issues. Broward is considering external reporting options, including using Gulf Coast and a partnership with Miami-Dade. The team discussed the HR questions related to 115.17, including asking new and promoting staff about prior sexual abuse and harassment convictions. The team discussed the flash alert system in Florida that allows for information about correctional staff who are arrested to be automatically forwarded to the agency. The team also discussed sexual abuse/harassment questions to be asked of staff on applications, at the interview, and with written performance evaluations. The team discussed Miranda and Garrity requirements and the coach provided information via email. The PREA Coordinator attend the PREA Convening on November 29-30, 2023. The on-site visit agenda was discussed, and the tour and document review schedule were finalized. The PC provided logistics information and a PREA Assessment Guidebook for review. An on-site PREA Audit Readiness visit was conducted on December 4-6, 2023. The coaches met with agency leadership, HR, training, investigations, PC and PREA department staff. Abbreviated tours of four facilities were conducted. PREA documents were reviewed by the coaches. Significant issues around inmate privacy and PREA risk assessment were identified and discussed.
