During this review period, NYC DOC, the Special Considerations Unit (SCU) unit and proper housing for LGBTI inmates was discussed. PREA audits were discussed. There are 7 total facilities; the agency would have to do 3 facilities by August 2025, to satisfy the 1/3 of facilities audited each year. A discussion about finding an audit and developing an RFP was had. The agency contact will draft an RFP. An example of a contract was provided along with information to submit the audit RFP to the PRC to send out to all DOJ certified auditors. The training contract for trauma informed interviewing remains in procurement. The training will start with all investigators. The medical/mental health staff and their training was discussed. It was recommended that NYC DOC review the medical/mental health PREA curriculum. A training plan is in place to promote a zero-tolerance culture, but it has not been executed yet. The PREA Coordinator has a plan for training all staff within seven months, and a train-the-trainer curriculum will be provided at three different times. One PREA Unit employee has been added to the team and another is expected shortly. There has been a hiring/position change freeze until further notice. The PREA Captain is expected to retire at the end of 2023. A new Captain is trained and will be able take over the responsibilities when he retires. NYC DOC Commissioner has been promoted to Mayor's Office. A new Commissioner was appointed in December 2023, and the PC has a meeting with them to discuss the Commissioner's PREA agenda and priorities. The grant strategies and the lack of progress were discussed. The coaches discussed a plan for providing guidance about preparing for and scheduling a PREA certification audit. The NCE request was approved on July 6, 2023. The PC was reminded all grant activities must be complete by September 30, 2024. The team had further discussion with PC around refocusing toward grant goals and funding. TIn August, the training provider submitted the training curriculum for staff and it was reviewed. Agency staff have been identified and targeted training groups were established in line with staffing shortages. The PC was provided with information about PREA risk screening requirements, including when inmates are transferred within the agency. The training contract remains in procurement. It is in the conflict of interest and fairness review period. Investigators, grievance personnel, and all other staff who conduct interviews with inmates will be trained first. The team discussed the PREA audit cycles and ideas for how NYC DOC can be compliant with PREA audits during this cycle (Cycle 4, years 2 and 3) were provided. NYC DOC may go under a receivership in November 2023.
