On September 7th, CJI delivered the first data drivers presentation to the MODERN Justice Task Force; the presentation highlighted jail admissions data. The reception was very positive. CJI then began compiling length of stay and release data and presented this information during the second data drivers presentation to the task force on October 10th. Following this presentation, CJI compiled policy option information and corresponding state examples to provide to task force members to reference as they would engage in policy option discussions. As part of this work, CJI calculated jail population and associated cost projections. CJI then facilitated the first policy development discussion among the task force on November 20th. The group found consensus on many but not all policy options discussed. In December, CJI compiled state examples and additional material on policy options that the task force did not have time to discuss or reach consensus on during the November 20th meeting. The team also began working on the MODERN Justice Task Force final report, drafting the key findings section as well as recommendations that had been agreed upon. On December 13th, CJI staff facilitated the second policy development discussions among task force members and discussed jail population cost projections. Following the December 13th meeting, the team drafted a final list of the MODERN Justice Task Force’s policy recommendations, 15 of which were approved virtually on December 20th by all task force members. The recommendations for the state to address jail population challenges focused on behavioral health diversion, arrest and pre-trial decision-making, court processes, release and reentry, domestic violence, technology and funding. The team finalized the report, incorporating feedback from the task force, and then sent the report to the Secretary of Public Safety on December 28th; the Secretary sent the report to the Governor, task force members, and legislative leaders on December 30th.
