On August 11, 2023, Bureau of Justice Assistance (BJA) Director Karhlton Moore and BJA Senior Policy Advisor David Lewis visited the Middle Atlantic-Great Lakes Organized Crime Law Enforcement Network (MAGLOCLEN), Regional Information Sharing Systems (RISS) Center, in Newtown, Pennsylvania, and the Regional Operations Intelligence Center (ROIC) fusion center, in Ewing Township, New Jersey. A member of the SLATT team, who is a retired New Jersey State Police (NJSP) officer, accompanied BJA leadership and participated in executive level briefings.
The first visit was to the MAGLOCLEN RISS center, where BJA leadership met with MAGLOCLEN staff. The executive director of the MAGLOCLEN provided an overview of the center and the RISS network, and staff members provided briefings on RISS programs that support state, local, tribal, and territorial (SLTT) criminal justice agencies, to include secure information sharing and communications capabilities; analytical and investigative support; and event deconfliction to enhance officer safety. At the conclusion of the briefings, BJA leadership toured the MAGLOCLEN facility.
The second visit was to the ROIC fusion center, where BJA leadership met with NJSP and ROIC leadership and staff. NJSP personnel provided briefings on the Watch & Warning Bureau, Critical Infrastructure Bureau, Office of Drug Monitoring and Analysis Initiative, and on the Information and Intelligence Bureau. Members of the ROIC provided an overview of the fusion center’s capabilities and priorities, to include receiving classified and unclassified information from federal partners; utilizing a formal risk assessment process to assess the local context and implications of threat information; disseminating information to other SLTT and private sector entities within the ROIC’s jurisdiction; and gathering, aggregating, analyzing, and appropriately sharing locally-generated threat information with federal departments and agencies. At the conclusion of the briefings, BJA leadership toured the ROIC.
