The city of Detroit faces significant public safety challenges that include high rates of violent crime. A number of initiatives, including a number of federally-supported initiatives, are in place. The Detroit VRN team’s impression is that the impact of these initiatives could be enhanced through greater coordination across efforts. Analytics, technology support, and training may assist efforts to coordinate across initiatives and create greater synergies within specific agencies and across the network of local, state and federal criminal justice agencies and stakeholders.
One strategy for increasing analytical capacity and coordination is to expand the Michigan State University (MSU), School of Criminal Justice’s Crime Analysis Field Placement Program to the Detroit Police Department, Wayne County Prosecutor’s Office, Detroit Public Schools Police, and Michigan Department of Correction. The MSU Crime Analysis Field Placement Program involves students who are in the Masters Degree Program in Law Enforcement Intelligence and Analysis in field settings where they can serve as crime analysts, supporting the host agency’s crime analysis professionals, and supporting efforts at proactive, data-driven crime prevention and control.
The goals include providing analytical support to DPD, WCPO, DPSP, and MDOC and providing common training and analytical tools to support proactive and coordinated crime prevention and control. Although the final plan is subject to refinement through discussions with the host agencies, VRN, and BJA, the tentative plan is to place students as analysts in the following settings:
DPD Crime Control Strategies (1 analyst)
DPD 5th, 9th, 6th, and 8th Precincts (2 analysts)
DPD Gang Intelligence Unit (1 analyst)
Detroit Public Schools Police (1 analyst)
Wayne County Prosecutors Office (1 analyst)
Michigan Department of Corrections (1 analyst)
