The Institute for Intergovernmental Research (IIR) will offer an overview of the Bureau of Justice Assistance Student, Teachers, and Officers Preventing (STOP) School Violence Specialized Training and Technical Assistance (TTA) Program for law enforcement who work in K–12 schools and/or with school-aged populations. This federally funded program is designed to support the development and implementation of specialized training and other resources for law enforcement, school security, and community supervision professionals who work with students. The Philadelphia, Pennsylvania, School District’s Office of School Safety (OSS) remains devoted to nurturing secure, supportive learning environments for public schools in Philadelphia. OSS has taken essential steps to develop protocols and programs, transitioning from an enforcement-focused department to an agency rooted in restorative practices and trauma-informed approaches. OSS has outlined a core strategy emphasizing the cultivation of meaningful relationships, encouraging positive student behavior, and aiming for conflict resolution. This session will provide an overview of the ongoing transformational process and delve into three established programs—Diversion, Threat Assessments, and Mentoring—aimed at realizing these goals.
