Questions?

Submitted by Anu Madan on

We are requesting assistance from NTTAC to have a population analysis conducted of our ten county jails focused specifically on those inmates who are incarcerated pending adjudication of their cases. This is the first of three planned steps to bring about statewide bail reform in New Hampshire. This jail population analysis will give us a better idea of who we have in our jails pretrial, what is keeping them there (i.e., money bond amounts), how long they stay, and whether they need to be there.

Yes
Please describe the type of assistance that was received and from whom

The New Hampshire Department of Justice is the grantee of the Swift and Certain Sanctions/Replicating the HOPE Project and the Residential Substance Abuse Treatment formula grant. Both grants provide comprehensive technical assistance and training for grantees and subgrantees.

How did you and/or your organization use the assistance that was provided?

The Swift and Certain Sanctions technical support and training group from Pepperdine University acted as liaison between the grantee (NHDOJ) and BJA concerning the fine-tuning of the applications. They have also assisted our program during implementation. The RSAT TTA group, AHP, has frequently offered webinars, on-site training and annual conferences for RSAT grantees and subgrantees.

How do you anticipate that the requested assistance will address the problems?
We see a jail population analysis as a crucial first step in our efforts to bring about bail reform in New Hampshire. The other steps include implementing a valid pretrial risk assessment tool for use by judges in making pretrial release decisions, and developing meaningful pretrial supervision options to help mitigate identified risks in the community. With a better understanding of who is in our jails pending trial, we will have a better understanding of the resources that we need to devote to address any issues of unnecessary detention, which is costly to the taxpayers.
