As part of CHJ's intensive TTA, individual calls will be scheduled with new FY22 grantees. Initial introductory calls included discussion about: the grantees project and deflection initiative; identifying top priorities the grantee have for their program over the next 3-6 months; and discussion to determine at what level of readiness is the grantee’s program currently at to implement these priorities

5/5/23 Intro call. Discussion with the grantee revealed that they are no ready for a mentor site visit, but need resource TA while they develop their program. Resources provided included: • First Responder Deflection Resource Library (example policies and procedures) • COSSAP Pathways to Deflection Case Studies- Self-Referral • COSSAP Pathways to Deflection Case Studies- Naloxone Plus • COSSAP Pathways to Deflection Case Studies- Officer Intervention • COSSAP Pathways to Deflection Case Studies- Active Outreach • COSSAP First Responder Deflection Mentoring Initiative (we just added three new sites who are not on the website yet: Stanly County, NC EMS, New Castle County, DE's Hero Help program, and Newark, NJ's Community Response Team)

6/13 Sent example ridealong policies from the Philadelphia pre-arrest diversion program. Descriptions below: - Waiver that the police department has civilians sign as a condition for participating in their Co-responder model. - Police policy for their Crisis Intervention Response Teams (CIRT) that are more tied into responding to 911 calls. - East Service Detail Co-Responder SOP that involves more quality of life related interventions where they have Behavioral Health professionals trail police in the field in real time to take the lead on health-centered engagements and service offerings before any enforcement takes place.

8/1 Grantee contacted CHJ on 8/1 seeking additional TA regarding information sharing and HIPAA. CHJ will connect them with LAPPA.

8/29 CHJ connected Jon Woodruff (LAPPA), Kathleen Croley (Whitley Co), and Marcy Rein (Whitley Co) for an in-person meeting on 8/29/23 at 2:30pm ET during the COSSUP Forum to discuss their questions around HIPAA, confidentiality, and information sharing. Jon Woodruff provided insight regarding the application of HIPAA in this context, what agencies are considered covered entities, and the necessary agreements to facilitate information sharing. Marcy and Kathleen determined next steps, and will reach back out with an update. 10/18 Sent an email asking about updates on their work following the meeting with LAPPA. Kathleen responded that Marcy was able to use the knowledge and resources to address the concerns about privacy among the involved city officials. They determined that a data sharing agreement between agencies would be the best way to move forward. As a result, the data sharing agreement has been signed by all appropriate parties and they are now able to move forward with overdose follow up and referral to services.

12/5 Sent a check-in email to the team with several resources, including the following: The Deflection Conversation Framework: A Community Engagement Tool for First Responders, COSSUP First Responder Deflection Mentoring Initiative, featuring Hero Help Addiction and Behavioral Health Unit, Stanly County EMS Community Paramedic Division, and Newark Community Street Team Overdose Response Program, The Law Enforcement and First Responder Deflection Pathways to Deflection Case Studies Series: First Responder and Officer Referral Pathway, and an updated page on the Center for Health and Justice website highlights essential COSSUP Deflection Resources.

1/22/24 Sent a check-in email with resources including the following: new publications including Trauma and the Opioid Crisis: Perceived Impacts on First Responders and San Antonio, Texas, Fire Department, Mobile Integrated Health Division: “Harm Reduction,” the new “Fire Prevention”, application information for the Peer Recovery Support Services Mentoring Initiative (PRSSMI), and information regarding upcoming CHJ COSSUP Office Hours.
