Grantee Franklin County Sheriff's Office in Massachusetts contacted COSSUP for TTA. The request detailed the need for in-person support to hold a 1-2 day meeting with members of their CONNECT deflection team. They wanted to convene the group to create shared agreements to address the complex intersection of law enforcement, child welfare, and peer recovery in our post-opioid overdose response. Prior to an onsite visit, CHJ conducted 15 one-hour interviews with 20 individuals from the Franklin County/North Quabbin CONNECT deflection team. The interviews sought to understand the perspectives of each of the individual partner agency and team members to get a full picture of the tensions preventing program growth and cohesiveness. These interviews helped to formulate an agenda for a two day meeting of the CONNECT partners. The meeting was held July 25-26, 2023 in Franklin County, Massachusetts. A report summarizing the meeting and providing action steps were provided following the meeting. Highlights from the meeting and interviews are bellow. CHJ will continue working with Franklin Co on a separate TA request regarding creating program policies and procedures and to assess the need for further TTA on this same request.

Summary:
Rooted in the established Five Critical Elements of Deflection , the survey and interview questions prompted team members to evaluate the degree to which the CONNECT project’s activities and structure successfully embody and engage with each element. CHJ compiled the responses and used them to identify common themes prior to the retreat. The CONNECT project as a whole was also given a “score” from 1 to 5 for each of the elements based on the responses received. These results were discussed in-depth over the course of the retreat, and team members were encouraged to share their thoughts, explore why CONNECT received a score in a given area, and offer suggestions or identify areas for improvement related to each of the critical elements.
