In June, CSG Justice Center staff continued to socialize the guidelines and engage key partners in the field, further develop outreach strategies, and update language to be used for rolling applications for technical assistance (TA). Staff also began developing the draft of the presentation to be used at the APPA annual conference in August 2023 and identifying project next steps.

CSG Justice Center staff also reviewed self-assessment tool submissions and produced results pages for each past respondent, which the team will use this for further outreach.
After consideration, the team recommended that TA applications be available on a rolling basis. This recommendation was approved by BJA. Edits will be applied in July and shared with BJA for updating.

In June, CSG Justice Center staff connected with the two new BJA senior policy advisors for the Corrections, Reentry, and Justice Reform policy team to discuss pending documents being submitted and timelines.

On June 23, a senior policy advisor for Corrections, Reentry and Justice Reform requested a meeting to discuss an overview of the project. This meeting has been scheduled for July 5.
CSG Justice Center staff continue to identify opportunities and work with partners in the field.

TA States:
Massachusetts Probation Service (MPS)
On June 2, 2023, CSG Justice Center staff sent an email to MPS, notifying them that their application for TA was approved. On June 26, 2023, CSG Justice Center staff conducted a formal meeting with Brian Mirasolo (Deputy Commissioner, Field Services, Massachusetts Probation Service) and Dianne Fasano (Acting Commissioner, Massachusetts Probation Service) to initiate the agencyÕs TA efforts and discuss TA strategies and next steps. CSG Justice Center staff provided introductions and role clarification for the respective staff members affiliated with the agencyÕs advancing work. An overview of the agencyÕs application materials and self-assessment results were provided to ensure that no edits needed to be made to the TA plan or goals. The target goals for MPS include the revalidation of risk and needs assessment instruments while maintaining focus on Risk-Needs-Responsivity concepts and recommendations for supervision standards, as well as communication to external entities regarding the National Guidelines implementation and the Risk-Need-Responsivity concepts. CSG Justice Center staff presented a brief overview of working group standards and requirements for the agency to be able to select the appropriate members or representatives. Communication standards for the TA project were also established and provided to MPS to employ more effective streams of communication for all parties. CSG Justice Center staff concluded the meeting by informing MPS of an upcoming in-person meeting to strengthen the working relationship and increase initial productivity for TA.

Minnesota Department of Corrections (MN DOC), Minnesota Association of Community Corrections Act Counties (MACCAC), and Minnesota Association of County Probation Officers (MACPO)

The Minnesota Corrections systems are currently receiving TA from the CSG Justice Center as a Justice Reinvestment Initiative (JRI) state. In this application, all three probation delivery systemsÑMinnesota Department of Corrections (MN DOC), Minnesota Association of Community Corrections Act Counties (MACCAC), and Minnesota Association of County Probation Officers (MACPO)Ñhave come together to collaborate and support one another on the adoption of the national guidelines. On June 2, 2023, CSG Justice Center staff sent an email to the Minnesota team, notifying them that their application for TA was approved. On June 15, 2023, CSG Justice Center staff held a meeting with the director of field services in Minnesota to begin discussing the planning and objectives for TA and the working group.

CSG Justice Center staff have been actively collaborating with all partners to arrange an initial call on July 6, 2023, marking the launch of the TA opportunity with the combined Minnesota systems.

New Jersey Department of Corrections (NJ DOC)

The NJ DOC will be focusing on developing a new risk and needs assessment instrument for their female population for this TA opportunity. They currently have individualized gender-specific programming tailored to womenÕs needs but do not have an instrument in use. On June 2, 2023, CSG Justice Center staff sent an email to the NJ DOC team, notifying them that their application for TA was approved. CSG Justice Center staff have been actively collaborating with all partners to arrange an initial call on July 10, 2023, marking the launch of the TA opportunity with NJ DOC.
