Priority Area 1: Facilitate a Working Group to finalize and implement administrative policy and practice changes identified during the Phase I process. Update: In June, CSG Justice Center staff facilitated two working group meetings to assist the group in developing standards and definitions, using contact standards as a starting point. The working group acknowledged that contact standards were significantly inconsistent across counties and determined that the focus should be placed on the content of the contacts rather than the duration or frequency. During the last meeting, CSG Justice Center staff worked with the working group to determine best practices in community supervision. The group also focused on how to maintain quality of supervision and agreed that their efforts should include coaching with more senior staff and annual booster training on evidence-based practices by shared trainers. Priority Area 2: Assist the existing Court Services Tracking System (CSTS) data committee in developing a core set of supervision outcomes to measure supervision success across delivery systems. Update: The CSTS data committee did not meet in June, having completed the statewide outcomes work during the previous month. Priority Area 3: Support the development and implementation of changes to Intensive Supervised Release (ISR). Update: In June, CSG Justice Center staff attended the final meeting of the Transforming ISR group. The group largely discussed the need for culturally specific programing in facilities and in the community. Additionally, the group considered the culture shift from surveillance to support; during this conversation, CSG Justice Center staff referred the group to the work of Justice System Partners around the shift of agents from being “Referees” to becoming “Coaches.” Finally, the group considered how the agents interact with victims and victim services and improvements that could be made to the resources victims receive.
