Priority Area 1: Facilitate a Working Group to finalize and implement administrative policy and practice changes identified during the Phase I process.
Update:Â During the month of May, CSG Justice Center staff facilitated two Working Group meetings to discuss supervision standards and definitions. During the first meeting, the group received a presentation of the initiatives the CSTS Standards Committee has undertaken to standardize the CSTS system and the fields that agents complete throughout a case. The conversation generally revolved around the need for standardized training to ensure agents input data into CSTS in a consistent manner. The group agreed that training is placed upon the individual agencies and sometimes things get missed or overlooked due to a lack of resources.
During the second meeting, the group narrowed its focus to the discussion of intrastate transfers and problems created when county practices conflict. Two general problems emerged: (1) individuals being supervised by multiple counties or a county other than the one they live in (2) individuals whose supervision level is inconsistent between the sending and receiving counties. With respect to (1), members of the group agreed that the practice is not ideal. However, the group believes that recent administrative/executive policy changes improved the system, and any future changes necessary would be a significant policy change, requiring legislative approval. When discussing (2) the group identified that while some of the issues revolve around the use of different risk and needs assessment tools, there are plenty of instances where counties use the same tools yet have different contact standards.
Priority Area 2: Assist the existing Court Services Tracking System (CSTS) data committee in developing a core set of supervision outcomes to measure supervision success across delivery systems.
Update: In May, CSG Justice Center staff attended a meeting of the CSTS statewide data committee. The committee discussed its recommendation for statewide outcomes, and largely agreed that they were a good starting point. The committee decided to move the recommendations to the CSTS executive committee for consideration. CSG Justice Center staff provided a presentation on best practices to collect data on gender identity, sex, and sexual orientation. The remainder of the meeting was a discussion of how to collect data on gender identity, and whether the current CSTS system can be adapted to collect that data. The committee deliberated whether the standards committee should review the reasoning and use for such data, however no decision was made. Additionally, a recent memo CSG Justice Center staff sent to the heads of the three delivery systems included a recommendation of continued investment in data collection and analysis initiatives.
Priority Area 3: Support the development and implementation of changes to Intensive Supervised Release (ISR). Â
Update: In May, CSG Justice Center staff attended a meeting of the Transforming ISR group. The group began with a reflection on the recent ISR conference and feedback/comments they received. The comments continue to focus on culture change concerns regarding the change from a surveillance approach to supervision to a risk-needs-responsivity model. The remainder of the meeting was a presentation by Bridget Letnes (DOC) on the new Self-Reported Assessment used in Minnesota facilities. Members of the group questioned how often these assessments will be performed and transitioning from facilities to supervised release. According to the DOC representative, the assessment is currently only performed during the intake phase, but they are working towards determining the reassessment period.
