The Los Angeles County Sheriff's Department technological systems are significantly out of date. This includes our CAD system, record management system, reporting systems, and other key systems needed to function in today's modern world. We are in need of advice as to a comprehensive multi-year approach to upgrading our system, and the order in which upgrades should take place. We expect this to include data source consolidation, data collection and storage issues and procedures, modifications to increase capability and capacity, gap analysis, and recommendations for initiatives. Furthermore, due to sophisticated crime development in the Los Angeles region and cut-backs to law enforcement agencies throughout the county, the Sheriff is interested in developing a plan for a regional crime center where the LASD could provide assistance to all the many law enforcement agencies in the county.

Ms. Goodrich comes highly recommended to our department by former LAPD Chief Charlie Beck. We understand she has worked with law enforcement agencies in the LA region, and other department who are under federal settlement agreements. We are in need of a person with a deep understanding of the technological requirements and programs to assist our department in becoming compliant with all settlement agreement compliance components. Further, we would like to use this as an opportunity for the department to advance efforts to address many of the 21st Century Policing principles articulated in that task force report. We understand Ms. Goodrich has a deep understand of all of these issues.
