Analysis Area 1: Detail the impact and cost/benefit of Iowa Department of Corrections’ (IDOC) revocation-reduction efforts on public safety by determining how violations, revocations, and offending patterns by people on community supervision changed during the pandemic and estimating the impact of that change on public safety. The cost/benefit of the revocation-reduction efforts will be assessed by working with IDOC to estimate a cost of the revocation-reduction efforts in terms of staffing, caseloads, and other related costs, then balancing those costs against the impact on public safety.

Update: CSG Justice Center staff completed work with a contracted research consultant and finalized data analyses and visualizations for the Oversight Committee meeting, during which CSG Justice Center staff presented analysis results and recommendations. CSG Justice Center staff also met with IDOC stakeholders to discuss both the interactive map that plots client risk and need along with resource availability across Iowa and possible uses of the internal website that CSG Justice Center staff have created and maintained with descriptive findings, data visualizations, and pertinent notes on data interpretation and limitations. Lastly, CSG Justice Center staff drafted sections of the project’s final report on data collection, limitations, and findings.

Analysis Area 2: Evaluate the implementation of recent IDOC efforts to reduce revocations; estimate their impact on community-based corrections officers’ ability to supervise effectively, case management activities, officer and supervisee needs, and utilization of community-based services and programs; and identify which efforts to keep (and which to adjust or modify).
Update: CSG Justice Center staff presented the results from the extensive analyses of community supervision practices, public safety impacts, and racial disproportionalities within the state’s CBC system during the final Oversight Committee presentation. CSG Justice Center staff also reviewed and discussed data-driven recommendations from the comprehensive supervision assessment with Oversight Committee members and potential next steps for implementation with CBC stakeholders.

Analysis Area 3: Connect with criminal justice stakeholders (law enforcement, courts, community-based corrections, etc.) and review available data to better understand larger criminal justice responses and changes implemented in response to the COVID-19 pandemic.
Update: CSG Justice Center staff continued engaging criminal justice stakeholders by convening the final Oversight Committee meeting and connecting with IDOC staff to discuss potential next steps for implementation.

Research Monthly Status:
CSG Justice Center staff finalized data visualizations for the final Oversight Committee presentation through internal feedback as well as meetings with stakeholders—updating slides in the slide deck as well as the notes to include when presenting them. Staff traveled to Iowa to present final data analysis and recommendation slides as well as to meet with stakeholders from IDOC to discuss both the interactive map that plots client risk and need along with resource availability across Iowa and possible uses of the internal website that CSG Justice Center staff have created and maintained with descriptive findings, data visualizations, and pertinent notes on data interpretation and limitations. Lastly, staff also contributed to the project’s final report with sections on data collection, limitations, and findings.

Research Monthly Log:
CSG Justice Center staff completed conversations with a contracted research consultant and IDOC research staff to verify our understanding of the data that were shared by IDOC as well as finalize our data analyses for the final presentation of findings and recommendations on October 12. CSG Justice Center staff also finalized data visualizations for the Oversight Committee presentation through internal feedback as well as meetings with stakeholders and updated slides in the slide deck as well as the notes to include when presenting them. Following the presentation, CSG Justice Center staff also conducted supplementary analysis based on feedback and questions from Oversight Committee members during the final presentation. These additional analyses include exploring the racial and ethnic disparity in revocation rate by supervision type as well as providing more information on external interventions and the clients who are generally referred to these programs across the state. These analyses will be sent to Oversight Committee members as an additional resource.
