Webinar: During this reporting period, IIR hosted a webinar, titled “San Diego Elder Justice Task Force (EJTF): Combating Elder Scams with Local and Federal Collaboration” on October 27, 2022. This webinar was widely promoted and received 87 registrations and 72 attendees. It featured members of the EJTF, including the San Diego County District Attorney’s Office and the Federal Bureau of Investigation (FBI). The EJTF is an unprecedented collaboration of local and federal agencies, led by the FBI, the U.S. Attorney’s Office (USAO), the U.S. Department of Justice, and the San Diego County District Attorney’s Office. Designed for a law enforcement audience, it included topics on how local law enforcement could effectively investigate elder scams, recognize patterns and trends and, ultimately, build investigations into large-scale state and federal prosecutions to hold scammers accountable, while providing tangible results for elder victims. Highlights of the webinar included data-driven investigative techniques and the presentation of a road map for combating these crimes, through which the EJTF has systematically been dismantling scam syndicates. The work of the EJTF has been highlighted recently by a first-of-its-kind Racketeer Influenced and Corrupt Organizations Act indictment by the USAO. Following the delivery of the webinar, a recorded version was posted to the CenTF website’s Training and Technical Assistance Web page for additional viewing.

Virtual Course: IIR also completed a project plan and level of effort proposal for developing the 7-lesson module-based course in-house at IIR. IIR also researched and obtained proposals from professional curriculum development vendors Vivayic (www.vivayic.com) and Allen Communications (www.allencomm.com). Both companies were comparable in quality, professionalism, and expertise in developing modern interactive courses that would integrate into the CenTF LMS. After reviewing the three proposals, IIR determined that it would be cost-effective to contract with a vendor to develop the course, with IIR monitoring and managing the project (ex. reviewing and vetting each level of development through appropriate IIR quality control and BJA channels, working with IIR’s IT department on integration with the current LMS system, etc.). A proposal was provided to BJA and approval is pending. If approved, a budget modification will be submitted to BJA.
IIR continued to provide online training, available nationwide, as well as provided website maintenance and LMS support, and help desk assistance for the CenTF website, including virtual courses which allow users to earn certificates of completion, such as the:
1. Executive Leadership
2. Task Force Commander Leadership and Management
3. Safeguarding Privacy, Civil Rights, and Civil Liberties in Task Force Operations
4. Methamphetamine Investigative Management
