The statistics for Alabama are dire, especially as it relates to the Black/Brown community. “In Alabama, Black people constituted 28% of State residents, but 43% of people in jail, and 54% of people in prison” -. Selma is 86% Black and one of the poorest areas in the state. Of the 171 inmates, 151 are Black males, and 93 of the 171 are serving their first incarceration sentence. Dallas county makes up 0.74% percent of the State of Alabama’s population and 0.66% of the Department of Corrections The increased rates of women, especially those of color, and the impact on families are alarming, the number of women in jail (711%) and prison (583%) has increased since 1980; resulting in a significant disruption of the family.
My name is Miah Tolbert I am the executive director of Dallas County Court Services, (DCCS) located in Selma, Alabama. I am seeking technical assistance to assist DCCS in expanding our reach to become more community-focused and to engage our residents in participating and providing support to community members who are system involved, and/or can be diverted to community-based programs versus incarceration.

I am seeking technical assistance in an effort to garner support and community involvement for diversion programs in my community. We currently have several new leadership members in our local judicial system, i.e. a New Judge, District Attorney, Chief of Police, etc.
This would be a great opportunity to foster support for the various evidence-based, culturally sensitive, gender-specific, trauma-informed community-based programs that divert non-violent offenders from the penal system.
