Analysis Area 1: Examine state and county criminal justice investments over time to assess how the state’s spending aligns with public safety priorities.
Update: In March 2022, CSG Justice Center staff continued conversations with key stakeholders to build consensus on the new funding model as proposed by the Justice Reinvestment policy recommendations. Generally, consensus exists regarding the funding amount and the need to change how funding is allocated. There are continued conversations about the new formula structure and timeline for implementation. Along with facilitating conversations with key stakeholders, CSG Justice Center staff also developed materials to help stakeholders understand the proposed shift in the funding model. As part of the new funding model, tribes have the option to receive formula funding and provide supervision for tribal members. In March, CSG Justice Center staff met with Tribal Leaders to raise awareness of the policy recommendation and hear any feedback. On March 24, 2022, Representative Rena Moran (Chair, House Ways and Means Committee) introduced House File (HF) 4609, which encompassed the new funding model.
Analysis Area 2: (A) Assess the availability of treatment, programming, and other community resources to improve supervision outcomes throughout Minnesota. (B) Assess the types of programming and treatment available to people in the criminal justice system through prisons and other correctional facilities.
Update: In March 2022, CSG Justice Center staff continued conversations with key stakeholders about the unintended consequences of the direct service model, which allows patients to make decisions about their own treatment, for the corrections population.

Analysis Area 3: Assess the fidelity of supervision practices (e.g., supervision levels by assessed risk; conditions of supervision most likely to increase successful outcomes and reduce recidivism, revocation, rearrest, or reincarceration).
Update: In March 2022, CSG Justice Center met with key stakeholders, including county officials, probation directors, DOC staff, and legislators and their staff, to build consensus around the policy priority areas identified by the Governor’s Council on Justice Reinvestment in February. Those include:
1. Defining one funding formula that empowers counties and tribes to choose between the three supervision systems based on public safety and local needs.
2. Establishing an implementation committee that will sunset in FY2025 and guide the development and implementation of supervision standards and policies.
3. Developing revocation or “halfway back” caseloads.

On March 24, 2022, Representative Rena Moran (Chair, House Ways and Means Committee) introduced House File (HF) 4609, which encompassed these priorities.
Other Updates:
In March, Governor Walz submitted revisions to his proposed supplemental budget for FY2022–23 and included additional funding to support the JRI policy recommendations. Similarly, legislation was introduced in the Senate, which reflected the financial investment proposed by JRI but did not contain the other policy recommendations.

CSG Justice Center staff are working on several deliverables including the project overview; an addendum to the report that was submitted to the governor on February 1, 2022, that outlines the priority recommendations; and the final report.
