Although counties have made tremendous efforts to address the number of individuals with mental illness who are incarcerated, they are often thwarted by significant obstacles, including operating with minimal resources and needing better coordination between criminal justice, mental health, substance use treatment, and other agencies. This presentation highlighted the work of the Stepping Up Initiative that provides key resources intended to assist counties with developing and implementing a systems-level, data-driven plan that can lead to measurable reductions in the number of people with mental illnesses in local jails.
