Scope of Study:
As fairness and equity must exist throughout a prosecutor’s office, we are requesting a holistic review that will examine the office’s organizational structure, culture, and context by analyzing data, conducting interviews, and observing prosecutorial practices. A study that will create a foundation from which to make recommendations about needed changes in procedure, training, and policies.
Specific examples of areas for study are:
• Employee interviews and surveys to be conducted by Zoom or in person
• Data on prosecutorial outcomes, where available
• Observations in the office and in court
• Review of organizational charts and diagrams
• Review of policy manuals and guidelines
• Stakeholder interviews or surveys (for example, Courts, Police, Social Services, Public Defender, and elected officials.)
• Overview of the Kentucky and Fayette County Criminal Justice System
Data Analysis:
Based on data we are able to provide, an analysis to assess the charging process and case outcomes. Data about the race and ethnicity of suspects, victims and witnesses will be reviewed, if we are able to provide it.
Examples of data to be analyzed:
• Criminal referrals and filings
• Diversion Court and Treatment Court participants and dispositions
• Types of other dispositions
• Number of community programs and participation by staff
After the murder of George Floyd, and the protests that followed in our community, our Mayor put together a racial and equity commission to review all parts of government, including the prosecutors' offices. My office prosecutes felony cases after they are referred to the grand jury. One of the recommendations for my office was review the functioning of the office and how it may contribute to racial disparity.

• Procedures within the office that may contribute to racial disparity
• The need for expanded alternatives to incarceration programs, such as diversion and treatment programs, particularly for first time offenders and misdemeanor offenders.
• The type of trainings that can address the issue of racial disparity in prosecution and improve cultural competence
• The policies governing persistent felony offender charges.
• The implementation of best practices for a modern prosecutor office that can encourage fairness and equity throughout the office

- General information regarding the request for TTA services, i.e., the who, what, where, when, and why.
- The organizational and/or community needs specific to the request for TTA services.
- The benefits or anticipated outcomes from the receipt of TTA services.
