Analysis Area 1: Examine state and county criminal justice investments over time to assess how the state’s spending aligns with public safety priorities.
Update: In November, CSG Justice Center staff planned for a peer-to-peer learning event where stakeholders in Minnesota can hear directly from their peers in Oregon, Texas, and Pennsylvania about their funding models, which differ from Minnesota’s.
Analysis Area 2: (A) Assess the availability of treatment, programming, and other community resources to improve supervision outcomes throughout Minnesota. (B) Assess the types of programming and treatment available to people in the criminal justice system through prisons and other correctional facilities.
Update: In November, CSG Justice Center staff continued to meet with staff from Policy Research Associates to plan for a virtual behavioral health summit in January. CSG Justice Center staff created a planning team for the summit composed of local stakeholders representing behavioral health practitioners, tribal communities, the legislature, the governor’s office, law enforcement, corrections, the courts, and people with lived experience.
Analysis Area 3: Assess the fidelity of supervision practices (e.g., supervision levels by assessed risk; conditions of supervision most likely to increase successful outcomes and reduce recidivism, revocation, rearrest, or reincarceration).
Update: In November, CSG Justice Center staff compiled its findings from the community supervision assessment of the three delivery systems and provided an early preview to the Delivery System Standards and Funding Working Group.
Other Updates:
Representative Pat Garofalo, who was originally appointed to the Governor’s Council on Justice Reinvestment, respectfully declined the appointment and that position was replaced by Representative Paul Novotny (member of the Public Safety and Criminal Justice Reform Finance and Policy committee). Each member of the Governor’s Council on Justice Reinvestment must undergo a background check and that shift in membership caused a delay in formally announcing the council.
CSG Justice Center staff continue to draft the project overview report, which identifies the scope of work for the project. CSG Justice Center staff are preparing for the next meeting of the Delivery System Working Group on December 16, 2021.
Research Monthly Status:
This month, CSG Justice Center research staff focused on cleaning and analyzing data to compare supervision delivery systems. Staff continued to clean probation, supervised release, and pretrial data. Staff analyzed length of stay and types of cases on pretrial supervision, the risk levels of the probation and supervised release populations, the percentage of cases on multiple probation supervision terms at one time, and widespread criminal justice and socioeconomic trends by delivery system.
Research Monthly Log:
11/1: CSG Justice Center research staff created probation supervision windows to better analyze overlapping probation terms. Through this process, staff were able to determine how many people were on multiple probation terms at one time and for what offenses.
11/3: CSG Justice Center research staff analyzed supervision outcomes for the probation and supervised release populations.
11/4: CSG Justice Center research staff analyzed risk assessments for people on probation supervision. Staff found that some counties completed risk assessments at higher rates than others.
11/8: CSG Justice Center research staff created maps showing demographic and socioeconomic indicators across the state. These maps examined the rates of BIPOC residents, poverty, insured/uninsured, and people with college education. Staff also analyzed criminal justice rates, including violent and property crime, by county and supervision delivery system.
11/10: CSG Justice Center research staff analyzed pretrial data by delivery system, examining the most frequent offenses by supervision type and the length of stay for people placed on pretrial supervision.
11/29: This month, CSG Justice Center research staff participated in the qualitative supervision assessment led by other members of the team. Research staff provided support for interviews with supervision agents, supervision clients, supervision administration, and service providers.
