On July 15, 2021, the SLATT Program was contacted by Ms. Jennifer Fisher, Basic Law Enforcement Training Coordinator for the North Carolina Justice Academy. The North Carolina Justice Academy offers training programs to criminal justice personnel; provides technical assistance to criminal justice agencies upon request; and develops and distributes educational and training materials. The mission of the academy is to serve the citizens of North Carolina by enhancing the careers of criminal justice officers through research, education, and training. The North Carolina Justice Academy is a division of the North Carolina Department of Justice under the administration of the North Carolina Attorney General. Created in 1973, the Academy’s enabling legislation established its duties as:
• providing training programs for criminal justice personnel
• providing technical assistance upon request to criminal justice agencies
• developing, publishing, and distributing educational and training materials

The Academy has two campuses and trains thousands of law enforcement professionals annually.

The SLATT Program proposes to assign a SLATT subject matter expert to:
• review the curriculum and course materials
• identify course content needing updated to the current terrorism threat environment
• make recommendations for improvement to include
• recommending new reference materials for use by content developers

Kurt Reuther, Sub Contractor for the Institute for Intergovernmental Research (IRR) was assigned the task to review the curriculum as discussed in the overview and proposal section.
Two coordination calls were conducted to review the project scope: One with Mr. Monte McKee of IIR and one with Ms. Jennifer Fisher, Project Manager for the North Carolina Justice Academy (NCPM).

Basic Planning Assumptions:
The course is designed to serve as a basic counterterrorism training for patrol officers.
The course will be delivered during a four-hour block of instruction.
Format: 50 minutes’ instruction with 10-minute break.
Trainees have no prior or limited experience in counterterrorism or counterterrorism programs.
Instructors assigned by the North Carolina Justice Academy will use source materials to develop deliverables for class presentations.
Approved Objectives:
(Immigration and Consular Notification removed as discussed above)
1. As provided in the lesson plan, identify potential terrorist-related threats, targets, and vulnerabilities within your jurisdiction.
2. Identify terrorism threats specific to North Carolina.
3. State the purpose of the National Terrorism Advisory System (NTAS) and the 3 advisory categories.
4. Identify and report indicators of possible or impending terrorist attack.

Review Methodology:
The base curriculum provided by the North Carolina Justice Academy was reviewed for relevance based on the existing content.
Source updates were based upon information provided through US Government resources including but not limited to, the Office of Director of National Intelligence, The National Counterterrorism Center, the Department of Homeland Security and the Federal Bureau of Investigation.
Source citations were obtained through publicly available resources to avoid any conflicts with potentially classified materials.
Information specific to North Carolina statute were not reviewed.
