The Law Enforcement/First Responder Diversion and Referral Mentoring Initiative provides communities interested in starting diversion or referral programs the opportunity to learn from established or innovative programs that have shown success in meeting the treatment needs of individuals with a substance use disorder, and in some cases an overdose. Seven sites have been chosen to act as mentors for newer programs that are trying to establish a first responder diversion program. During site visits, mentors will provide opportunities for observation and peer-to-peer exchanges, including opportunities to observe the law enforcement/first responder diversion or referral program in action and allowing mentee sites to engage with program personnel.
Received Pend Oreille County Law Enforcement/First Responder Diversion and Referral Program Mentoring Initiative Site Visit Application Form on 5/3/22. Pend Oreille has a LEAD program based in their healthcare authority. Would like to learn more about the Active Outreach pathway with an emphasis on peer navigators and a effective referral & screening process.
6/27/22 - CHJ is going to pair Pend Oreille with Philadelphia's PAD Program. Dates for an on-site visit will likely be 8/22-8/24. Intro call scheduled for 8/10/22.
CHJ/IACP Staff arrived to Philadelphia, PA on 8/22 (Pend Oreille County arrived the night of 8/21). Both CHJ/IACP and Pend Oreille County arrived at the Office of Criminal Justice inside the City of Philadelphia building (initial meeting site) where introductions of each respective site took place. While at Philadelphia's Office of Criminal Justice, CHJ/IACP and Pend Oreille met with various stakeholders who spoke on how the PAD program is a multidisciplinary team comprised of various community organizations, first responders, behavioral and mental health organizations, researchers from local universities, peer recovery specialists etc. The PAD program discussed on the topic of reducing stigma and meeting participants where they are currently in their road to recovery. After these various stakeholder meetings concluded, both CHJ/IACP went to different police precinct's and met with officers/personnel who actively participate in the PAD program. Then, all parties went on an evening outreach trip to Kensington, a neighborhood with prominent/open substance use.
9/8/22 CHJ to schedule follow up Mentoring Initiative site visit. Waiting for response from both sites. 10/17 Post follow up Mentoring Initiative meeting occurred. Sites expressed an interest in having Philadelphia's PAD Program visit Pend Oreille County so that personnel from Philly PAD can see how deflection occurs in a rural setting. Mentoring completed. Further assistance will be considered TTA, as needed.
