Monthly Status:
Throughout May, CSG Justice Center staff finalized the close-out memo, which gives an overview of the TA work conducted in Minnesota and the adjustments made to the project based on the changing fiscal outlook in Minnesota. The state went from projecting a deficit as a result of the pandemic in the fall of 2020 to a surplus by February 2021 after an infusion of federal funding.
CSG Justice Center staff also attended the convening of the Delivery System Standards and Funding Working Group where each delivery system discussed their progress in drafting white papers. The white papers are expected to identify the attributes and requirements of an effective system that standardizes supervision across the state—the first policy option of the CSG Justice Center two-pager, “Protecting Investments in Community-Based Supervision.”
New Insights: Governor is expected to call legislators back to a special session by mid-June to consider budget measures that must be passed by July 1 to avoid a government shutdown. Some of the issues preventing consensus on the budget involve police accountability measures, which are generating partisan debate. The MN State Senate is considering reform measures that were passed by the MN House of Representatives. Advocates are calling for transparency and urging for the special session hearings to be public.
