On March 18, CSG Justice Center staff convened the Delivery System Standards and Funding Policy Working Group designed to develop a statewide base level of supervision services. Recently initiated by DOC Commissioner, this group consists of five representatives from DOC, MACCAC, and MACPO. Group members reviewed the two-pager entitled “Protecting Investments in Community-Based Supervision” prior to the meeting where the document was vetted. To advance the recommendations developed by CSG Justice Center staff, this working group will meet monthly to shape policies that balance local control with state support and collaborate to achieve a more effective supervision system. This group aims to develop a statewide base level of supervision services that may be implemented through administrative action.

Later in the month, CSG Justice Center staff delivered two presentations: first at the MACCAC meeting on March 25 and second at the MACPO directors meeting on March 26. During both presentations, CSG Justice Center staff presented the findings and policy recommendations from the two-pager to solicit feedback. Attendees at both the MACCAC and MACPO meetings affirmed the findings and were supportive of the proposed policy options. They offered helpful feedback to the two-pager which will be included in updates to the document. As requested by MACCAC and MACPO, CSG Justice Center staff also gave an overview of Justice Reinvestment, highlighted the key challenges in the state, and provided an update on efforts to launch a Justice Reinvestment project in Minnesota.
New Insights: On March 18, the Governor released a revised state budget. Due in large part to federal pandemic relief, instead of the projected $1.3 billion deficit, the state now has a $1.6 billion surplus. With the surplus, rainy day funds are no longer needed to balance the budget and the funds remain in reserves.

DOC Commissioner subsequently announced that the budget surplus allows the agency to roll back many of its proposed cuts. DOC is also budgeting for a one-time 2 percent increase to the pass-through funding for corrections.
